The Island Cave entrance.The Island Cave (Japanese: こじまのよこあな Islet Cave) is a location in Hoenn on a small island on Route 105. In the inner chamber, Regice can be found at level 40; it will have the moveset Icy Wind, Curse, Superpower, and AncientPower.

Encounter with Regice
In order to enter the cave, the braille puzzle in Route 134’s Sealed Chamber must be completed.

After the door has opened, reading the braille inside and simply standing in the same place without touching the game will open the door. In Emerald, however, the player must make a clockwise lap of the chamber, sticking close to the walls, after reading the inscription. This will open the door and allow one to face Regice.

No, you don’t catch deoxys there. You have to get a ticket from Nintendo that takes you to an island that has deoxys on it.

You can fish for them with a super rod on route 133 and they are very comman.

You use a super rod to get the gyarados.

Talk to a fisherman in Mossdeep City to get the super rod. To get either the root fossil or the Claw fossil go to the top right hand corner of the desert. There is not a water fossil so I hope that is what you mean.
