To SHARK BOY,
Well I don’t know which pokemon you need but I am assuing they are johto pokemon. The only way to get them is from Nintendo or by using a gameshark like you said. I find that not being able to get all of the pokemon was the biggest flaw of the game and one of the stupidest thing Nintendo has ever done.

Because Nintendo wanted it that why. You have to go to one of their events to get them or you can use cheats to get them.
